Q. 저와 제 아내는 지금 퀸즐랜드 케언즈에서 영주권자로 살고 있습니다. 그리고 지금 7개월된 아기가 한명 있습니다.(아기는 호주에서 출생했으며 현재 시민권자임)여권재발급(저와 아내)을 위해 그리고 아기의 출생신고를 위해 시드니 영사관을 방문할 예정입니다. 그리고 재외국민등록 및 거주여권도 신청할 예정입니다. 그런데 한 가지 궁금한 사항이 있습니다. 거주여권을 신청 시 한국에 주민세 및 기타세금 납부가 완료되어야 한다고 하더군요. 현재 저희 부부의 세금 납부여부를 어떻게 알 수 있는지 궁금하며 저희가 지금 2년 이상 이곳 호주에서 살고 있기 때문에 그럼에도 한국에 세금을 납부해야하는 부분이 있는 건지 궁금합니다. 저희가 한국에 잠시 입국할 예정인데 그때 한국에서라도 혹시 이러한 서류절차를 밟아 처리 할 수 있는지도 궁금합니다. 제 여권 만료기간은 남았지만 제 아내는 이미 여권이 만료된 상태라 영사관에 가서 반드시 새 여권(전자여권)으로 재발급해야하는 것으로 알고 있습니다. 맞는거죠? 저희가 영사관 방문 시 필요한 서류절차를 차질 없이 마무리 할 수 있도록 정확한 정보와 필요한 서류 등에 대해 자세한 답변을 해주시길 간절히 부탁드립니다.

<전자거주여권 발급>

- 여권(유효한 비자 라벨 또는 이민성에서 승인된 비자 서신)

- 신청서 (영사관 비치)

- 사진 한 장 (흰색옷은 안되며 반드시 흰색 바탕이어야 하고 어깨선이 나오고 정면을 바라보셔야 함)

- 수수료 호주 불 55불 (현금)

- 여권 4개가 들어갈 만한 반송용 등기 우편봉투

*** 말씀하신대로 거주여권은 지방세 등이 체납 되어 있으시면 완납해 주셔야 발급이 가능합니다. 저희 영사관에 오셔서 신청하실 때 저희가 조회해 드릴 수 있습니다. 이미 이주신고를 한국에 하셨다면 체납된 것이 없으리라 봅니다.

*** 여권 소요기간은 약 4주- 5주입니다.

<아기 출생신고>

- 부모님 여권 사본 (사진면, 비자면)

- 아기 출생증명서 원본

- 출생증명서 원본을 번역한 것 (부모님이 다 한글로 번역하시면 됩니다)

*** 소요기간은 약 2-3개월이며 우편으로 통지가 될 것입니다.

<재외국민등록>

영사관에 오셔서 재외국민등록 신청을 하시면 됩니다. 만일 등본도 떼시길 원하시면 재외국민등록등본 교부신청서를 작성하셔서 주시면 됩니다. 수수료는 장당 50센트입니다.

Q. My wife and I, as permanent residents, live in Cairns, Queensland. We have a seven-month-old baby, who is an Australian citizen and was born in Australia. I have a plan to visit Sydney Consular Office to have our passports reissued and register my baby’s birth. Also I will register my wife and me as Korean nationals abroad and apply for our passports with residence permit. Here, I have a question. I heard only when all our taxes including residence tax are paid in Korea, we can apply for passports with residence permit. I’m curious to know if we completed payment of our taxes. And because we have lived in Australia for more than 2 years, I’m not sure if there is unpaid tax in Korea. If there is unpaid tax, could we settle it in a short time? That’s because we are planning to make a transient visit to Korea. My passport does not expire, but my wife’s one expired already. My wife may need to get a new passport(e-passport) at consular office, I think. If I am right, please let us know detailed information including necessary documents so that we could smoothly complete all of the necessary paperwork when visiting the consular office.

A. Thank you for your inquiries. Here are the answers to your questions.

<Issuance of e-passport with residence permit >

- Passport (Valid visa label or a visa letter certified by Immigration Service)

- Application form (offered by our consular office)

- A photo (Being dressed in white is not allowed. Frontal facial photo with shoulder line on a white background)

- Fees $55(Australian dollars in cash)

- Registered mail reply envelope for four passports

*** As you said, a passport with residence permit can be issued only if there is no unpaid tax. We can check if you have unpaid tax when you visit our consular office. If you reported emigration already in Korea, all your taxes seemed to be settled, we think.

*** You can get the passport in 4-5 weeks after applying for it.

<Birth registration >

- Each copy of parents’ passport(Photo page. Visa page) 

- The original copy of your baby’s birth certificate

- Korean translation copy of the birth certificate(You can translate it into Hangeul.)

- Application form for birth registration (Offered by the consular office)

*** Did you register your marriage? Then, the correct addresses of family register of you and your wife are needed 

***It takes about 2-3months for a birth registration to complete. You will be notified by post.

You can apply for it at our consular office. If you want to get certified copy of it as well, you can fill out an application form for Korean national abroad registration and submit it to us. Fees are 50 cents per page.
